DHC Announces Promotions as State Practice Grows

March 10, 2026 – DHC is pleased to announce that Bianca Rajpersaud and Melissa Chapman-Samad have been promoted. Rajpersaud takes on the new title of Managing Director, Government Relations. And Chapman-Samad will now be Senior Director, Government Relations.

In a statement, Chapman-Samad says, “I am honored to have this new title at DHC. And I look forward to continuing my work in the government relations practice. I am eager to get started in this new role.”

“I am thankful to DHC for recognizing my hard work all these years,” says Rajpersaud. “I will continue to deliver for our clients at both the state and city level.”

The announced promotions come roughly a month after Sean Crowley was named Interim Chair of the New York State Government Relations Group. A partner at DHC, Crowley brings years of experience as both an attorney and government relations specialist.
