September 28, 2026 — DHC is pleased to announce that Bianca Rajpersaud will take over as the new Chair of The Albany Government Relations Practice. She will split her time between New York City and Albany during the legislative session, which runs from January to June.

In addition, Sean Crowley will now focus his attention on the New York City Government Relations Practice where he will co-chair the group with Arthur Goldstein.

In a statement, Rajpersaud says “I am humbled and honored to take on this important new position for DHC. My career has been focused on building relationships in Albany and learning how to navigate state government. These skills have proven successful for clients, and I am grateful to DHC for recognizing that by handing me these additional responsibilities. We will continue to grow our firm while helping our current clients achieve their needs and goals.”

Crowley who has served as Interim Chair of the Albany office since February now moves into a leadership position within the New York City group, as he renews his focus on city clients.

“I am excited for this opportunity,” Crowley says. “While my responsibilities in the Albany group this past legislative session helped further develop my government relations contacts, the city group is ultimately a better fit for my relationships and skill set. Bianca will be an excellent Chair in Albany. She knows the players, understands the landscape and never shies away from doing the hard work. I also look forward to supporting my friend Arthur and growing the city practice even further.”

Rajpersaud has worked at DHC for 8 years, focusing on aviation, education, construction and MWBE matters. Prior to joining the firm, she worked for the New York State Assembly, where she formed strong friendships and bonds with those who work at the State Capitol, including elected officials.

Rajpersaud currently resides on Staten Island where she serves as a District Leader for the 63^rd Assembly District.

A Queens native, Crowley is a member of the Queens County Bar Association. He previously served as President of the Brehon (Irish) Law Society of New York City. Prior to that, he was an investigator for the New York City Council.
