A former head of the Building Trades Employers’ Association, Louis brings decades of institutional knowledge to DHC’s Government Relations, Construction Law, and Real Estate Law practices. His career reflects a rare combination of hands-on leadership, legislative influence, and enduring impact at the highest levels of New York’s construction industry.

His accomplishments include driving construction and capital process reforms, coordinating emergency cleanup after Superstorm Sandy, authoring the legislation establishing the New York City School Construction Authority, and chairing building code amendment commissions under four mayors.
