July 16, 2020 – Governor Cuomo announced a “three strikes and you’re closed” policy for restaurants and bars in New York City: any establishment that receives three violations of the social distancing requirements will be closed. Egregious violations can still result in the business’ immediate loss of its liquor license and/or a closure order. Additionally, establishments facing violations from the State Liquor Authority related to alleged violations of New York’s social distancing requirements will have their names posted publicly.

Additionally, walk-up bar service is being prohibited. Licensed establishments throughout New York State may only serve alcoholic beverages to patrons at bars if those patrons are seated and ordering and eating food (and separated from other patrons by six feet or by physical barriers).

The Governor issued these new rules due to the industry’s lack of compliance with current guidelines.

Tomorrow, the Governor will make an announcement regarding New York City entering Phase 4; however, there will still be no indoor dining activity in New York City.
