Hilary advises clients on discretionary and as-of-right land use and zoning matters. Hilary obtains discretionary relief for clients at New York City’s land use agencies. She has obtained special permits, variances, and extensions of term at the Board of Standards and Appeals, lobbied for rezonings and text amendments at the Department of City Planning, and advocated for property owners at the Landmark Preservation Commission. Hilary also advises clients on as-of-right matters, such as the transfer of development rights and zoning investigations.
Prior to joining DHC, Hilary worked as an associate at another well-regarded zoning and land use law firm. She also consulted at an economic development and urban revitalization firm. Hilary is actively involved in the New York City Bar Association’s Land Use and Zoning Committee, as well as a volunteer with the Urban Land Institute.
